General Licence No. 31 was published in the Federal Gazette on 24 June 2022. With General Licence No. 31, the Federal Office of Economics and Export Control allows deviations from the prohibitions according to Art. 5k para. 1 of Regulation 833/2014. This is initially valid for a limited period until 31 December 2022.

The General Authorisation applies to all exceptional circumstances listed in Art. 5k para. 2 lit. a to f of Regulation 833/2014 and can be used by all contracting authorities without special justification.
As a rule, no special procedure is required to make use of it. Contracting entities must register once online with BAFA as a user of General Licence No. 31.
