ATLAS messages on Ukraine, Haiti and GSP

The Federal Information Technology Centre has published a series of ATLAS messages over the turn of the year, which we are pleased to inform you about in the following:


Ukraine: new document codes

The Directorate General of the EU Commission (TAXUD) has published new codes for the declaration of export licences and for the declaration that an old contract regulation is being used in the context of the extension of the sanction measures against Russia.

Since 03.01.2023, certain codes have been available for the declaration in ATLAS-Export, which you can find in this ATLAS-Info.

Arms embargo in view of the situation in Haiti

The Council of the European Union adopted restrictive measures in view of the situation in Haiti by Decision (CFSP) 2022/2319 of 25 November 2022. The Nineteenth Regulation amending the Foreign Trade and Payments Regulation of 21 December 2022 transposed the arms embargo against certain persons into national law in view of the extremely tense security situation in Haiti. This coding is available for declaration in ATLAS-Export.

Incorrect system behaviour in the determination of duties for countries of the Generalised System of Preferences (GSP)

In the period from 01.01.2023, 00:00 hrs, to 02.01.2023, approx. 12:00 hrs, the IT procedure ATLAS may have calculated and levied excessive amounts of duty when releasing goods from GSP beneficiary countries into free circulation. This error has since been corrected. In such cases, applications for remission or refund of import duties as well as appeals against the duty notices should be refrained from for the time being.
