Russia: EU publishes 10th sanctions package

The EU's 10th sanctions package against Russia was published in the Official Journal of the European Union on February 25, 2023. The tightened sanctions are aimed at further weakening Russia financially and economically in order to limit its military and technological capabilities to continue the war of aggression.

Under the 10th sanctions package, another 87 individuals and 34 organizations will be subject to sanctions. Their assets in the EU will be frozen and they will no longer be allowed to enter the EU.

Export bans on dual-use and advanced-tech goods will be extended, this also applies to other goods that could be used for the expansion of industrial production in Russia. The transit of dual-use goods to third countries via Russian territory will be prohibited. This is intended to prevent Russia from circumventing the sanctions. The aviation embargo will be expanded. Import bans on goods with which Russia earns significant revenues will be extended.

Three additional major banks will be subject to sanctions. In addition, the information requirements for EU banks and companies as well as EU citizens on assets of sanctioned persons and companies in the EU and on assets of the Russian Central Bank will be extended.

In addition, on February 24, 2023, the EU issued sanctions measures against individuals and companies linked to activities of the Russian mercenary group Wagner in Mali, the Central African Republic, and Sudan.
