Russia: EU publishes 9th package of sanctions

On 16.12.2022, the EU published the 9th package of sanctions against Russia in the Official Journal of the EU. The new regulations entered into force on 17.12.2022.

The 9th EU sanctions package expands the list of persons, entities and bodies subject to financial sanctions. Sanctions are also imposed on three additional Russian banks, as well as on other organs of the Russian propaganda machinery. In addition, further economic measures are being taken in the energy and mining sectors.

Most importantly, new export restrictions have been added with respect to certain dual-use items (chemical precursors, nerve agents, and electronic and IT components that could be used by the Russian war machine). Annexes IV, VII, IX, XI, XV, XVII, XIX, XXII and XXV of Regulation (EU) 833/2014 have been recast, and additional annexes (XXX to XXII) have been added. This makes it necessary for companies that are still active in business with Russia to reassess their export goods using the revised annexes.
