Six months of Ukraine war: Overview of US measures

Six months into the Ukraine war: It is now six months since Russia launched its war of aggression on Ukraine. In response, the EU gradually imposed tough sanctions on Russia - as did the US. The United States also reacted with restrictive measures, massively limiting trade in goods, software and technologies. We are talking about goods that can be used for both military and civilian purposes.

In a press release, the Bureau of Industry and Security (BIS) lists the measures taken by the United States so far. These include:

Issued more than a dozen executive orders imposing comprehensive export controls, resulting in a 97 per cent drop in the value of US exports of goods to Russia and Belarus (24 February to 12 August 2022 compared to the same period in 2021). This includes high-tech, industrial and luxury goods.

Building a coalition of 37 allies and partners that have adopted substantially similar controls, including: Australia, Canada, the 27 member states of the European Union (EU), Iceland, Japan, the Republic of Korea, Liechtenstein, New Zealand, Norway, Switzerland and the United Kingdom.

Accelerated licensing approvals totalling over $1 billion for items in support of Ukrainian defence, including firearms, ammunition, night vision devices and protective equipment such as ballistic helmets, body armour and other items under the jurisdiction of Commerce.

Preventing over 100 shipments to Russia and Belarus.

244 shipments with a total value of over $93 million were seized or detained.

• A total of 335 parties were included in the "Entity List", including 8 parties seeking to supply the Russian military after the introduction of the new controls ("backfilling").
