Temporary rules of origin in the pan-Euro-Mediterranean area

The EU is currently working on amending 21 Pan-Euro-Mediterranean (PEM) origin protocols by applying a set of alternative rules of origin on a bilateral basis alongside the rules of the PEM Convention, pending the adoption of the revised Convention. These new rules, which were approved by a large majority of the PEM Contracting Parties, contain many improvements and simplifications compared to the current PEM Convention.

On 16 November 2021, the new rules entered into force between the EU and the Republic of Moldova.

On 6 December 2021, the new rules entered into force between the EU and Serbia.
