Ukraine conflict: Biden imposes first sanctions

Following Russia's recognition of the independence of the separatist regions of Donetsk and Luhansk in eastern Ukraine, the USA has reacted by imposing the first sanctions against the two regions.

US President Joe Biden has issued an Executive Order which, from the US perspective, essentially provides for a complete embargo against the Donetsk and Luhansk regions - business in and with the regions is prohibited for all US persons (this includes all persons in the US, all US citizens, US companies and the so-called "foreign branches" of US companies) regardless of their location, imports from the regions are also prohibited. Also included in the Executive Order are far-reaching investment bans and freeze orders.

This is a regional embargo similar to the embargo against Crimea. It is more difficult to implement than a country embargo, as both regions are still part of Ukraine under international law and both regions and the territories and cities they encompass must now be reviewed separately.

Measures were also issued by President Biden on 21.02.2022 with General Licenses 17 to 22, which regulate the shutdown of business, ways to deliver aid (e.g. to fight the COVID-19 pandemic) and means of communication to use the internet and social media.
