Ukraine: EU imposes further sanctions against Russia and Belarus

The European Council has agreed new sectoral measures against Belarus and Russia. The agreed measures will, among other things, ban the listing of shares of Belarusian state-owned companies on EU trading venues as of 12 April 2022 and the provision of euro-denominated banknotes to Belarus.

In addition, the Council imposed further restrictive measures on the export of maritime goods and radiocommunications technology to Russia. Under this decision, it will be prohibited to sell, supply, transfer or export, directly or indirectly, maritime goods and technology (covered by the new Annex XVI to Regulation (EU) 833/2014) to any natural or legal person, entity or body in Russia, for use in Russia or for carriage on board a Russian flagged vessel. Furthermore, the Implementing Regulation 2022/394 of 09.03.2022 also added new regulations in dealing with crypto securities, which are now listed in the definition of Art. 1f on "transferable securities". Also significant is a clarifying correction to Annex VII and the introductory part thereto, where it now states that "non-scheduled items containing one or more of the items listed in this Annex are not subject to control under Articles 2a and 2b of this Regulation".

Individual goods items in Annex VII have also been adjusted.
