US Department of Commerce expands export restrictions to Russia

The United States Department of Commerce, through the Bureau of Industry and Security (BIS), has issued a "final rule" extending highly restrictive controls on the export and re-export of goods, software and technology of US origin and certain foreign-made goods to Russia and Belarus.

As a consequence of this "final rule", the BIS has imposed extremely restrictive licensing requirements on Russia and Belarus for all categories of goods on the Commerce Control List (CCL). This extends US scrutiny of transactions to almost any sensitive technology, software or dual-use goods that could be used to support the Russian war effort. By denying applications involving these goods, the US is denying Russia and Belarus access to a range of goods.
