19th package of sanctions: EU decides on further sanctions against Russia

The EU member states have agreed on another package of sanctions against Russia, the 19th of its kind. It includes new measures in the areas of energy, finance and trade policy and significantly tightens existing restrictions.  

Despite the new sanctions, economic activities with Russia and Belarus are still permitted in principle. However, these are now subject to significantly stricter and more complex conditions, which companies must be aware of! 

The key new features of the 19th package of sanctions include an import ban on liquefied natural gas and transaction bans on the Russian energy companies Rosneft and Gazprom. Several banks in Russia and third countries are also affected by the new sanctions. In addition, numerous ships belonging to the so-called Russian shadow fleet have been added to the sanctions list. 


Extended export restrictions for companies

The additional export bans are particularly significant for German companies. These include metals used in weapons manufacturing, products for fuel production, salts, ores, building materials and rubber articles. Companies should therefore carefully check their export goods to avoid possible violations of the new regulations. 

Adjustments to numerous EU regulation annexes 

As part of the new sanctions package, several annexes to Regulation (EU) 833/2014 have been revised. These include Annex VII with the so-called small dual-use list, Annex XVIII with luxury goods, Annex XXI on sources of revenue for Russia, Annex XXIII on products to strengthen Russian industry, supplemented by the new Annex XXIIIG, and Annex XL with the so-called common high priority items.
