BIS: New export control measures against China's semiconductor industry

The USA has once again imposed export restrictions on the Chinese semiconductor industry. The Bureau of Industry and Security (BIS) announced measures designed to impair China's ability to procure and produce the technology needed for military modernisation. The new restrictions particularly affect companies involved in chip manufacturing and equipment.

Among other things, the measures are intended to help slow down the development of advanced artificial intelligence in the PRC, which has the potential to change the future of warfare.

The measures are aimed at a total of 140 companies. In addition to the Chinese companies now on the US blacklist, the latest US restrictions also include new controls on 24 types of semiconductor manufacturing equipment, production equipment and three types of software tools used to develop semiconductors.

The BIS has also announced new ‘red flag’ guidelines to help ensure compliance with the new export control regulations and prevent circumvention.
