New guidelines on cooperation between AEOs and customs authorities

The European Commission has published a new guidance document (“AEO – Customs Cooperation to Detect, Report and React to Suspicious Activities”). The aim of the document is to foster closer cooperation between customs authorities and economic operators in the fight against illicit trade, drug smuggling and organised crime. Suspicious activities should be reported to the customs authorities at an early stage.

These include, amongst others: 

• tampered with or damaged seals 
• unusual container or goods movements 
• suspicious enquiries from third parties regarding supply chains or consignments 
• security-related incidents within the supply chain 
 
At the same time, customs authorities should share relevant risk and modus operandi information with trusted economic operators.
