In the AWB News of June 25, 2024, we informed you about the European Union's 14th package of sanctions against Russia. Last weekend, comprehensive sanctions against Belarus were also adopted and entered into forceon July 1 (see Regulation (EU) 2024/1865 of June 29, 2024).
With the latest sanctions against Belarus, the EU is extending the export ban on dual-use goods and advanced goods and technologies, among other things. In addition, further export restrictions are being introduced for goods that could contribute to strengthening Belarus' industrial capacities.
In order to minimize the risk of circumvention of the restrictive measures, the corresponding regulation also prohibits the transit of certain dual-use goods and technologies through Belarus. This includes goods and technologies that could contribute to the military and technological strengthening of Belarus or to the development of its defense and security sector. Goods and technologies that can be used in the aerospace sector are also affected.
In addition, the EU is introducing further restrictionson exports to Belarus, in particular on maritime goods and technology and luxury goods.
The ban on importing, purchasing or transferring diamonds from Belarus applies to natural and synthetic diamonds with the exception of industrial diamonds and diamond jewelry. There are also new import bans on gold, coal and crude oil, among other things.
In addition to trade restrictions, the new sanctions package now also includes a ban on providing certain services for Belarusian clients. These include architectural and engineering services, as well as IT and legal advice, advertising and technical inspection services.
