ATLAS export: Commissioning of the AES/EMCS interface

The interface between the specialist IT procedures ATLAS Export (AES) and EMCS was put into operation on 14.02.2024. Until the interface is updated, special features must be observed in the following areas:

1. export of bulk goods

The interface between AES and EMCS currently does not take into account a separate procedure for the export of excisable bulk goods in shipping and rail transport, which are declared with an application for presentation outside the official place of business.

However, in the case of exports of excisable bulk goods, the final quantity is often not known until after loading. In this case, the EMCS default procedure must be used for the time being.

2. accompanying packing items

At present, the specification of accompanying items with excise goods under duty suspension is not standardized in the export declaration and in the e-VD. The automated data comparison would lead to a negative result. For this reason, export declarations with details of accompanying packaging items with excise goods are temporarily excluded from the AES/EMCS interface. The previous procedure will be retained for these export declarations.
