Russia: EU publishes 11th sanctions package

The Council of the EU adopted the 11th sanctions package against Russia. It was published in the Official Journal of the EU on 23 June 2023 and applies from 24 June 2023. The new package aims to improve the application and enforcement of EU sanctions.

At the core of the 11th sanctions package are measures against the circumvention of sanctions via third countries. The focus is on closer cooperation with the third countries concerned. In addition, the sanctions package provides for further options for action: Measures against individual companies from third countries are possible, but also export restrictions against third countries themselves. Such export restrictions on individual particularly critical goods vis-à-vis third countries are to be used only as a last resort, if all other measures remain unsuccessful.
