The Annexes to the EU Dual-Use Regulation are updated regularly. With Delegated Regulation (EU) No. 2024/2547 of 5 September 2024, the EU Commission has initiated the update of Annex I of the Dual-Use Regulation (Regulation (EU) No. 2021/821). The Delegated Regulation came into force on 8 November 2024.
The Dual-Use Regulation regulates the control of the export, brokering, technical assistance, transit and transfer of dual-use goods, i.e. goods that can be used for both civilian and military purposes.
The Dual-Use Regulation is regularly updated to fulfil international obligations, take account of technological developments, support security and foreign policy objectives and provide clarification and precision. These updates ensure that the Regulation remains current, can respond to new threats, facilitates trade and at the same time ensures the security of the EU and its Member States.
