Since 1 February 2026, significant changes have come into force in the ATLAS export system, which the BAFA and BMWE have implemented to simplify and speed up export controls in the defence and dual-use sectors.
The focus is on the reissuance of General Authorisation No. 46 (including for certain software and technology transfers within the framework of EVF-funded projects) and the extension of General Authorisation No. 28 (adding the United Kingdom of Great Britain and Northern Ireland as an authorised destination).
New codes are available for ATLAS:
• 3LLC/A28: General Authorisation No. 28
• 3LLC/A46: General Authorisation No. 46
The corresponding country lists have been made available in the ATLAS download section:
• I1228 (Eligibility when using GA No. 28)
• I1246 (Admissibility when using General Authorisation No. 46)
In addition, General Authorisation No. 45 has been reissued. This covers the non-sensitive transfer via electronic media in the defence sector exclusively for the purpose of data storage on a server. There are also changes to the content of other General Authorisations (Nos. 13, 17, 21 and 24).
