BAFA: AGG No. 42 newly announced

On July 17, 2024, the Federal Office of Economics and Export Control (BAFA) announced the new General License No. 42. The background to this is the so-called 14th EU sanctions package against Russia (Regulation (EU) 2024/1745 of June 24, 2024), which amended the Russia Embargo Regulation (Regulation (EU) No. 833/2014).

General License No. 42 is now valid until 31 December 2025 and covers the provision of business software and services to non-sensitive recipients.

The following changes have been made to the previous version of General Approval No. 42:

The General Authorization now applies with regard to the use referred to in Art. 5n (10) (h) of Regulation (EU) No. 833/2014 with the exception of Art. 5n (1), (2), (2a), (2b) and (3a) (a) of Regulation (EU) No. 833/2014 for the sale, supply, transfer or export of the goods or the provision of the services referred to therein from 1 October 2024.

According to the BAFA, there are no other changes to the content. Registrations and notifications made on the basis of the previous version of General License No. 42 continue to apply.
