The Federal Office of Economics and Export Control (BAFA) has published new General Licences No. 12, 13, 16 and 41 with effect from 23 September 2024.
Background to the changes: Armenia and Azerbaijan no longer fall under Article 2 No. 19 of Regulation (EU) 2021/821. Nevertheless, the export of listed dual-use goods to these countries remains controlled and requires individual licences. The general licences have therefore been amended.
Significant changes: Armenia and Azerbaijan have been added to Section II No. 5 of the respective licences, as they are no longer considered arms embargo countries according to Article 2 No. 19 of Regulation (EU) 2021/821. However, these additions do not change the group of favoured destinations.
Validity: General Licences No. 12, 13, 16 and 41 remain valid until 31 March 2025.
