The free trade agreement between the EU and New Zealand came into force on May 1, 2024 (see AWB News of April 3, 2024). The European Commission has now published a guide to the rules of origin under the free trade agreement.
The European Commission's guide provides detailed guidance on the application of the rules of origin set out in the free trade agreement. These rules determine which products qualify as originating in the EU or New Zealand and can therefore benefit from preferential tariff rates.
EU exporters who ship goods of EU origin worth more than EUR 6,000 to New Zealand must issue a declaration of origin for these goods. This declaration enables importers in New Zealand to claim preferential duty rates. In order to be able to submit a declaration of origin, EU exporters must be registered in the REX system ("Registered Exporter System") and state their REX number on the declaration.
