The Federal Ministry of Economics and Climate Protection (BMWK) and the Federal Office of Economics and Export Control (BAFA) have launched a further package of measures to facilitate certain exports of defence equipment and dual-use goods and to speed up administrative processes in export control.
The new package of measures extends AGG No. 33 in the area of defence equipment to include additional goods for certain countries. In addition, AGG No. 13 and No. 25 will be made more user-friendly with regard to their use for exports and transfers as part of the German government's ‘upgrading initiatives’. The ‘upgrading initiatives’ are essentially about helping people to help themselves. This means that local actors should be enabled to resolve conflicts on the ground independently. This is achieved through counselling, training, equipment and infrastructure measures.
In the area of dual-use goods, in addition to the new General Export Control Act No. 43 for the re-export of dual-use goods and General Export Control Act No. 44 for the storage of software and technology on protected cloud servers, adjustments and extensions are also being made to collective export licences and maximum export licences.
Furthermore, the simplification of export control procedures is intended to strengthen European cooperation and international collaboration between companies in a group of companies on research projects. The fourth package of measures also provides for the abolition of the dual licensing procedure in the area of war weapons.
Furthermore, technical adjustments and new services at BAFA are intended to facilitate the application process in future, such as the possibility of using digital documents and digital signatures in the area of end-use documents.
