On 13 November 2025, the European Union published an updated overview (‘matrix’) on PAN-Euro-Mediterranean cumulation. The new publication replaces the previous version dated 17 September 2025.
Since 1 January 2025, two sets of rules (the old and the revised rules of origin) have been in force. As not all countries are switching to the new rules at the same time, the cumulation matrix is changing dynamically.
Table 1 provides a simplified overview of the cumulation possibilities. Tables 2 and 3 show the date of application of diagonal cumulation. Table 3 also shows the date of application of the protocols on rules of origin providing for diagonal cumulation between the European Union, Turkey and the participants in the EU's Stabilisation and Association Process.
