BAFA provides an overview of the restrictive measures against Russia.

The extension of sanctions through amendments to the already existing embargo regimes were directly implemented by Regulation (EU) 833/2014 (Russia Embargo Regulation), Regulation (EU) 269/2014 (Ukraine Territorial Integrity Measures), Regulation (EC) No 765/2006(Belarus Embargo Regulation) and by the new Regulation (EU) 2022/266 on non-Ukrainian government-controlled areas of Donetsk and Luhansk oblasts.


The central changes:

I. Regulation (EU) 2022/266 in relation to the specified territories (Donetsk and Luhansk)

Regulation (EU) 2022/266 includes, inter alia, a comprehensive import ban on goods originating from the specified territories, investment bans, export bans on certain goods and a ban on the provision of tourism services. Exceptions for certain cases are provided for (in particular old contracts).

II. addition to the list of names in Annex I to Regulation (EU) 269/2014

The list of names in Annex I to Regulation (EU) 269/2014 has been expanded to include numerous persons and entities.

III. Russia embargo

A number of regulations have been added to Regulation (EU) 833/2014.

IV. Belarus embargo

In light of the forced landing of a Ryanair plane in Minsk and Belarus' involvement in military aggression against Ukraine, sanctions measures against Belarus have been extended.

BAFA notice to exporters

BAFA points out that exporters should first check on their own responsibility whether there are any prohibitions under the relevant embargo regulations. In addition, the Federal Office of Economics and Export Control recommends the FAQ of the EU and the FAQ of the Federal Ministry of Economics and Climate Protection.
