BMWK report on arms export licences 2023

The Federal Ministry for Economic Affairs and Climate Protection (BMWK) published its report on military equipment export licences for the first three quarters of 2023 at the beginning of October 2023. In the first three quarters of 2023, individual licences were issued for the export of military equipment worth around 8.76 billion euros. Of this amount, 4.3 billion euros is accounted for by war weapons and 4.46 billion euros by other military equipment. According to the BMWK, the main recipient is Ukraine with over three billion euros.

Licences for EU/NATO and NATO-equivalent countries as well as for Ukraine and the Republic of Korea again account for around 90% of the total value of all individual licences issued and are thus attributable to Alliance and close partner countries.

The total value of licences for small arms and small arms parts amounted to around 56.6 million euros in the first three quarters of 2023, according to preliminary figures. In the first half of 2022, the figure was still €77.7 million. Of this, 50.5 million euros went to EU/NATO and NATO-equivalent countries. This corresponds to around 89 per cent of the appropriation amount.
