Due to the EU financial sanctions against Russia and Belarus, no guarantee payments can be made to these countries in case of Carnet defaults. The Association of German Chambers of Industry and Commerce (DIHK) informs about this on its website.
Therefore, until further notice, Carnets secured by the DIHK are no longer possible for Russia and Belarus. Carnets are still possible for Ukraine, but with additional written declarations of risk assumption from the Carnet applicants.
