Changes to the Russia embargo regulation as a result of the 12th sanctions package

BAFA informs about significant changes made to the Russia Embargo Regulation (Regulation (EU) 833/2014) by the so-called 12th Sanctions Package (Regulation EU 2023/2878).

In addition, BAFA provides information on the announcement of a general licence for legal transactions and acts in accordance with Art. 5n para. 10 letters c) and h) of the Russia Embargo Regulation.

Amendments made to the Russia Embargo Regulation in the course of the 12th sanctions package include the deletion of old contract regulations that have become superfluous, the expansion of the list of names in Annex IV by a further 29 organisations, the expansion of the list of goods in Annex VII and the ordering of further import quantity quotas for certain iron and steel products (Art. 3g).

  • The import ban on goods listed in Annex XXI pursuant to Art. 3i of the Russia Embargo Regulation
  • Restrictions in connection with the purchase, import and transfer of diamonds and diamond products in connection with Annex XXXVIIIA (Art. 3p)
  • Restrictions in connection with the sale of certain tankers (Article 3q)
  • Restrictions related to services and the provision of software for business management, industrial design and manufacturing (Article 5n)
  • General authorisation No. 42
  • Reporting obligations for payments (Article 5r)
  • Contractual agreements to prohibit re-export to Russia (Art. 12g)
