PEM: Use of electronic movement certificates

The new PEM rules of origin, which will apply from January 1, 2025, provide for the use of electronically issued movement certificates . The Joint Committee of the Regional Convention on pan-Euro-Mediterranean preferential rules of origin has issued a recommendation on the specific structure.

Background: During the coronavirus pandemic, special measures were introduced regarding the use of electronic movement certificates. As an exception , non-original preference certificates were also accepted for the granting of preferential treatment. These special measures expire on May 1, 2024.

As the experience with electronically issued movement certificates has been very positive in retrospect, the procedure is to be continued under certain conditions. For example, the electronic certificate must have a similar form to the original model, the customs authorities must provide an online system for authentication and the certificates must be provided with a security feature .
