The Joint Committee of the Regional Convention on the Pan-Euro-Mediterranean Preferential Rules of Origin adopted the modernized rules of origin at the beginning of December 2023. The revision will enter into force on 1 January 2025 and is intended to modernize, simplify and make trade between the 24 contracting parties to the PEM Convention more flexible.
A dynamic reference to the Regional Convention in its latest applicable version must be included in all bilateral agreements between the partner states when the revision enters into force. The previous rules of origin for the pan-Euro-Mediterranean region will continue to apply until January 1, 2025.
