Russia embargo: Evidence for iron and steel products

On its website, the German Customs Administration provides information on proof options for the import of iron and steel products under the Russia embargo.

The Russia embargo imposes import restrictions on iron and steel products. From 30 September 2023, proof of the country of origin of iron and steel precursors used in the manufacture of the product in a third country must be held for the customs authorities at the time of import. The proof shall be presented if the customs office so requires in an individual case.

In addition to the so-called Mill Test Certificates proposed by the Commission of the European Union, invoices, delivery notes, quality certificates, long-term supplier's declarations, calculation and production documents, customs documents of the exporting country, business correspondence, production descriptions, declarations by the manufacturer or exclusion clauses in purchase contracts stating the non-Russian origin of the primary products can be recognised as suitable proof documents.
