The HNS Reporting Regulation was published on 14 July 2025. It regulates the annual reporting obligation for companies that import hazardous and noxious substances (HNS) as bulk cargo by sea to Germany.
The first deadline is 15 October 2025. From 2026 onwards, 15 March will be the regular deadline for reporting the quantities for the previous year.
Physical recipients of a total quantity of 15,000 tonnes or more per year and owners of LNG prior to unloading in a German port are required to report. There are currently no financial obligations associated with the notifications. Contributions will only become due once the HNS Fund has been established.
