The European Commission's Directorate-General for Taxation and Customs Union (DG TAXUD) has introduced additional codes for export declarations in ATLAS as part of the extended sanctions against Russia and Belarus.
ATLAS-Info 0822/25 introduced new authorisation and exemption codes. These relate to, among other things:
• Export licences from the BAFA and other licensing authorities (e.g. in accordance with Art. 3k of Regulation (EU) No. 833/2014)
• Exemptions subject to authorisation under the EU Military Goods List
• Grandfathering provisions
ATLAS-Info 0825/25 supplements these provisions with additional codes:
• Y759 (Russia and Belarus): The goods/technologies are not covered by the EU Common Military List
• Y692 (Russia): Exemption pursuant to Art. 4(2) from the prohibition under Art. 4(1) of Regulation (EU) No. 833/2014 for certain goods on the EU Military Goods List
