Export control procedures to become more efficient - BAFA's overview of measures

In a joint press release with the Federal Office of Economics and Export Control on 25 July 2023, the Federal Ministry of Economics and Climate Protection announced further measures to strengthen and accelerate administrative procedures in the area of export control.

BAFA now provides detailed information on these measures on its website. In focus: new general permits.

In addition to the extension of existing General Permits and the announcement of new General Permits, the following additional measures will be implemented with effect from 1 September 2023:

• Extension of the period of validity of zero notices to two years
• Extension of the period of validity of information on the list of goods to two years
• Extension of the period of validity of the declaration of the person responsible for export (AV 2) to two years


The innovations in the field of military equipment

In the field of military equipment, the validity of all General Licences is extended until 31 March 2024. The existing General Licences have been fundamentally revised and two new General Licences have been announced.


The innovations in the area of dual-use goods

In the area of dual-use items, the period of validity of all General Licences remains in force until 31 March 2024.

In this area, too, the already existing General Permits were fundamentally revised and three new General Permits were announced.

BAFA also points out that from now on all General Licences will only be published in the form of the General Order on BAFA's website. A parallel publication in the Federal Gazette is no longer necessary. For this purpose, the announcements in the Federal Gazette will be revoked with effect from 1 September 2023 and the General Licences will be re-announced on BAFA's website at the same time.
