Russia: Exclusion of certain banks from SWIFT system and further restrictions

The Council of the EU today introduced further restrictive measures in light of the unprovoked and unjustified military aggression by the Russian Federation against Ukraine.

The sanctions include the following measures:

• As of 12 March 2022, it is prohibited to provide specialised messaging services for payments used for the exchange of financial information (SWIFT) to any legal person, entity or body established in Russia, more than 50% of whose ownership is held, directly or indirectly, by an entity listed in Annex XIV.

• It is prohibited to invest in, participate in or otherwise contribute to projects co-financed by the Russian Direct Investment Fund.

• It is prohibited to sell, supply, transfer or export banknotes denominated in euro to Russia or to any natural or legal person, entity or body in Russia, including the Government and the Central Bank of Russia, or for use in Russia.

Other measures include the provision of equipment and supplies to Ukrainian armed forces through the European Peace Facility, a ban on overflight of EU airspace and access to EU airports for Russian airlines of all types, a ban on transactions with the Central Bank of Russia, and a ban on state media Russia Today and Sputnik from broadcasting in the EU.
