Third package of measures announced to speed up export control procedures

In a joint press release, the Federal Ministry for Economic Affairs and Climate Protection (BMWK) and the Federal Office of Economics and Export Control (BAFA) have announced further measures to speed up and optimize export control procedures. In addition, existing general licenses are to be extended by one year.

The third package of measures from the BMWK and BAFA is also intended to significantly speed upadministrative processes in the area of export controls. The first package of measures came into force on September 1, 2023, the second on January 8, 2024.

The third package of measures will further expand the BAFA's decision-making powers with the aim of simplifying and shorteninglicensing procedures . In addition, the reporting obligations of exporters will be reduced and the existing general licenses will be adapted and expanded. This is also based on feedback from the field. All General Lic enses will be extended by one year until March 31, 2025.

In the area of military equipment , it is also planned to introduce a new Export Control Act for the export of naval equipment to certain state end users in certain countries, to significantly expand the group of countries covered by the existing Export Control Act No. 21 for protective equipment and to extend Export Control Act No. 19 (Land vehicles for military purposes), No. 24 (Temporary exports) and No. 25 (Special case groups).
