On July 23, 2024, the 21st Ordinance amending the Foreign Trade and Payments Ordinance came into force.
Part I Section B of the Export List (Annex AL to the Foreign Trade and Payments Ordinance) was comprehensively amended and various goods items were added. In addition, the existing exemptions from the arms embargoes against Somalia and the Central African Republic were amended and the list of violations of Regulation (EU) No. 833/2014 (Russia Sanctions Regulation) to be regarded as administrative offenses was supplemented.
Amendments to Part I Section B of the Export List
Part I Section B of the Export List has been expanded by a total of 14 new goods items as part of the latest amendments. The newly included goods are so-called emerging technologies, i.e. novel technologies that play an important role in the development of quantum computers and the use of artificial intelligence, for example.
The inclusion of the new goods in Part I Section B of the export list is intended to counter the considerable risk potential of these important technological developments. The list extension concerns, among other things, software for obtaining standardized layout data, cryogenic cooling systems and components as well as parametric signal amplifiers.
Insofar as these goods have the technical characteristics specified in the respective goods items, they are now covered by Part I Section B of the Export List. Software and development and manufacturing technology relating to the goods are also covered in principle, in some cases in separate goods items.
Companies should now check whether their goods are subject to the new national restrictions.
